This week, the Secretary of State assigned ballot question numbers for the November 3, 2026 State Election. Of note to MSCA members is Ballot Question 5, titled “State Revenue Limit & Rebate,”will appear on the statewide ballot as one of nine questions.
Question 5 would impose a cap on annual state revenue growth tied to wage and salary increases and require automatic taxpayer refunds when revenues exceed that limit. State leaders and many health care stakeholders, including Mass Senior Care, have expressed opposition over the impact of this initiative because the automatic refund mechanism would limit Commonwealth’s ability to reliably invest in vital state services, including nursing home care.
Mass Senior Care will be launching an education campaign urging voters to Vote NO on Question 5.
