Earlier this week, Governor Healey filed a supplemental spending bill requesting an additional $425 million to fund the emergency assistance program over the final 6 months of fiscal year 2025. The Governor is proposing to use existing funds in the Commonwealth’s Transitional Escrow Fund, a reserve fund created from surplus revenue in 2021, to cover the new program costs for the balance of the year, which are expected to total $1 billion in the current fiscal year. The Governor’s request to the Legislature also includes a series of policy changes to build on steps the Administration has taken in the last few months to ensure that the Emergency Shelter System can meet the needs of families requiring these services while balancing the need to return the caseloads to sustainable, affordable levels, projected at annual spending of $400 million next fiscal year.
