Judge Blocks Early Termination of Haitian TPS; DHS Rescinds TPS for Honduras and Nicaragua

A federal judge has blocked the Department of Homeland Security’s (DHS) attempt to shorten Temporary Protected Status (TPS) for Haitians. On July 1, 2025, District Court Judge Brian M. Cogan ruled that DHS’s February 2025 order – which would have moved up the expiration date from February 3, 2026 to August 3, 2025 – violated the Administrative Procedure Act. As a result, the partial vacatur has been halted, and at this time, no appeal has been filed. With nearly 15,000 Haitian TPS holders in Massachusetts, Mass Senior Care continues to work closely with government and advocacy partners in opposition to the termination of TPS and Humanitarian Parole and will keep members informed of further developments.

In a separate action, DHS announced it is rescinding TPS for individuals from Honduras and Nicaragua. The termination will take effect on September 8, 2025, impacting an estimated 76,000 individuals nationwide.
