  • New MassHealth Webpage on Impact of OB3
December 4, 2025

MassHealth posted a new webpage with additional information on the impact of the One Big Beautiful Bill Act (OB3). As we previously reported to members, there are several changes in OB3 that will significantly reduce the federal government’s contribution to MassHealth spending. These changes include loss of funding due to eligibility and financing changes in Medicaid funding. This will negatively impact MassHealth members, providers, and the overall Massachusetts health care industry system. As a result of OB3, Massachusetts estimates that up to 300,000 Massachusetts residents could lose health insurance due to OB3. These reductions in publicly funded coverage, combined with other changes to Medicaid financing, will result in approximately $3.5 billion in federal funding for health care being stripped annually from Massachusetts once the law is fully in effect. And, Governor Healey earlier this year posted a public dashboard displaying the total amount of federal funding cuts to Massachusetts state agencies, including MassHealth. To date, federal funding cuts to the Commonwealth total $1.3 billion as a result of Congressional and executive orders. All told, the Commonwealth faces significant fiscal headwinds, including mounting budget pressures and the implementation of the One Big Beautiful Bill (OB3), all occurring at a time when the demand for long-term care services continues to grow. Mass Senior Care will continue its advocacy to secure fair and sustainable funding to enable facilities to provide quality care to those who depend on our services.
