On May 8th, Massachusetts State Auditor Diana DiZoglio issued an audit report reviewing MassHealth Transportation Services covering the audit period July 2020 through June 2023. The purpose of the audit was to determine:

  • whether MassHealth ensured that its broker process provides equal opportunity to contracted transportation providers;
  • whether transportation services were properly authorized and documented in accordance with MassHealth regulations and
  • whether Criminal Offender Record Information checks were consistently completed and documented for transportation.

The audit found that MassHealth paid for nonemergency transportation services when there was no qualifying medical service on the same day and that MassHealth paid for nonemergency transportation services that were not properly documented.

The auditor recommended that MassHealth take steps to ensure that transportation brokers maintain documentation for all transportation services provided to MassHealth members, as well as to work with the brokers to determine the amount overpaid for nonemergency transportation services.
