Last week, President Trump signed the Executive Order Preserving And Protecting The Integrity Of American Elections which requires people to present a passport, a Real ID, a military identification card, or another government-issued ID that indicates US citizenship when registering to vote or updating voter registration using federal forms. The Executive Order does not include birth certificates as acceptable documentation for verifying citizenship. This Executive Order will have an impact on a nursing facility’s ability to register new residents to vote or update current residents’ voter registrations. Under the CMS Requirements of Participation, nursing facilities must have a plan to ensure residents can exercise their right to vote, whether in- person or by mail, as well as providing assistance in registering to vote.
