CMS Updates SNF Billing Guidance Related to Three-Day Stay,
The Centers for Medicare & Medicaid Services (CMS) on June 26 updated SNF billing guidance related to Medicare beneficiaries receiving care when a SNF utilizes the COVID-19 public health emergency (PHE) three-day stay and spell-of-illness waivers. The CMS update notes that ‘To qualify for the benefit period waiver, it must be demonstrated that a beneficiary’s continued receipt of skilled care in the SNF is in some way related to the PHE’ and the waiver ‘would not apply to those beneficiaries who are receiving ongoing skilled care in the SNF that is unrelated to the emergency.’ The new guidance was posted in a revised MLN Matters article SE20011 under the heading “Skilled Nursing Facility (SNF) Benefit Period Waiver—Provider Information” (pages 9-13).
Nursing facilities are required to file with EOHHS an Interim Financial Report by June 30th. IMPORTANT REMINDER ON COMPLETING SCHEDULE A/Interim Financial Form and SCHEDULE B/Supporting Documentation Log. Facilities must complete both Schedule A and Schedule B in the following manner:
- Schedule A/Interim Financial Form - Facilities should complete Items 1-4 on the worksheet. For Item 1/Increased Wages, if a facility did not provide increases or bonuses to specific positions, it can leave those positions blank; and
- Schedule B/Supporting Documentation Log for certain items that are claimed on Schedule A (Temporary Nursing Services, Infection Control Measures such as PPE and Other Contract personnel). For Schedule B, NFs should report invoices totaling the lower of: (1) the amount claimed on schedule A, sections, 2, 3, and 4, or (2) the amount of the supplemental payment received.

Nursing Homes Required to Resume Filing of Staffing Data to CMS
On June 25th, the Centers for Medicare & Medicaid Services (CMS) announced plans to require all nursing homes to resume submitting staffing data through the Payroll-Based Journal (PBJ) system by August 14, 2020. CMS’ memorandum also provides updates related to staffing and quality measures used on the Nursing Home Compare website and the Five Star Rating System.
